The Referees Committee

Mandate & Responsibilities

The committee is headed by the Referee Coordinator and supervises the pool of referees and assistant referees registered with the Federation.

Appointing match officials for every federation competition.
Running referee education, examinations and fitness testing.
Assessing referees in domestic matches and providing feedback.
Managing selection for the CECAFA, CAF and FIFA international lists.
Protecting the Laws of the Game and the integrity of officiating.

Refereeing development

A structured programme takes referees from classroom and online courses, through physical fitness testing, to supervised match appointments. Progressive assessments and mentoring identify the officials best placed to represent South Sudan on the continental and international stage.

Become a Match Official

The Referee Pathway

Every official follows the same journey — from first whistle to the international stage.

Candidate:. Register with the federation and complete the introductory course on the Laws of the Game.

Trainee Referee:. Pass the theory examination and fitness test, then officiate local and regional matches under supervision.

Certificated Referee:. Complete the CAF C licence and take national appointments in the Premier League, National Cup and Super Cup.

International Referee:. Earn selection for the CAF and FIFA lists, representing South Sudan around the world.

Match Official Roles

A team of officials works together before, during and after every match.

Referee:

Controls the match, enforces the Laws and takes all decisions on the field of play.

Assistant Referees:

Support the referee with offsides, throw-ins and penalty-area decisions.

Fourth Official:

Manages substitutions, technical areas and supplementary officiating duties.

Match Observer:

Assesses the officials and reports on performance and consistency.
